Keeps Shrinking<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ask a hospital executive how many KPIs their organisation tracks and the answer is usually a shrug followed by a number in the hundreds. Ask the same person to name the three outcomes the organisation will be judged on this year and the room goes quiet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That gap is not a data problem. It is a structural one. Most organisations have never separated outcome vs output metrics, so every number they collect competes for the same attention. Compliance figures sit beside strategic targets. Activity counts sit beside results. Nothing is ranked, so nothing is prioritised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article covers what the distinction actually is, why regulated industries carry the heaviest load, how to restructure a flat KPI list into a <a href=\"https:\/\/kaizen.com\/insights\/kpi-tree-baseline-performance\/\">KPI tree<\/a>, and where OKRs fit once the structure exists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The industries carrying the heaviest KPI load<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We scored six industries on KPI intensity using a composite index built from four inputs: regulatory reporting load, per-seat spend on performance and BI software, the size of the standard KPI library used in the sector, and the average number of metrics tracked per team. It measures how many metrics an organisation carries, not how well it uses them. A high score is a description of load, not a judgement of maturity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pattern is consistent. Sectors with the heaviest regulatory obligations carry the largest metric libraries. Healthcare providers sit at the top because clinical quality reporting, accreditation, payor contracts, and safety mandates each generate their own reporting set. <a href=\"https:\/\/www.brickclay.com\/top-25-banking-kpis-for-leaders-to-measure-overall-success\/\">\u0627\u0644\u062e\u062f\u0645\u0627\u062a \u0627\u0644\u0645\u0635\u0631\u0641\u064a\u0629<\/a> and insurance follow for similar reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Software teams are the useful contrast. High-performing engineering organisations typically run on four delivery metrics, a convention popularised by the DORA research programme. Four is not a sign of low ambition. It is a deliberate constraint that makes the numbers usable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The difference between 4.7 and 4 is not measurement maturity. It is that regulated industries inherited their metrics from compliance requirements rather than choosing them from strategy. Every audit cycle adds numbers. Almost no process ever removes them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Outcome vs output metrics: the distinction most dashboards ignore<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An output metric counts what your organisation produced. Number of training sessions delivered. Tickets closed. Features shipped. Calls made. Reports filed. Outputs are almost entirely within your control, which is precisely why they are easy to measure and easy to hit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An outcome metric measures the change that resulted. Reduced readmission rate. Improved retention. Faster time to resolution as experienced by the customer. Higher share of revenue from the new product line. Outcomes are only partly within your control, because they depend on how the world responds to what you did.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical test is simple. Ask of any number on your dashboard: if this improves and nothing else changes, is the organisation better off? Closing more tickets is not automatically better if customers are raising more tickets for the same underlying reason. Delivering more training sessions is not automatically better if capability does not shift. Outputs answer &#8220;did we do the work&#8221;. Outcomes answer &#8220;did the work matter&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most KPI libraries are heavily weighted toward outputs, for an understandable reason. Outputs are available weekly, they are unambiguous, and they rarely trigger uncomfortable conversations. Outcomes lag, they are contested, and they expose whether the strategy was sound. A dashboard full of outputs feels productive. It also tells you almost nothing about whether you are winning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is not to delete output metrics. Operations run on them, and compliance requires them. The goal is to stop treating them as equivalent to outcomes and to stop asking leadership teams to review both in the same undifferentiated list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why a flat KPI list guarantees a loss of focus<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most organisations hold their metrics in a flat structure. A spreadsheet, a BI dashboard, a departmental scorecard. Every number sits at the same visual and hierarchical level. The reporting rate metric that exists because a regulator demands it appears next to the customer retention figure that determines whether the business grows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A flat list creates three predictable failures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Everything looks equally urgent.<\/strong> Without hierarchy, attention is allocated by whoever escalates loudest or by whichever number turned red most recently. Strategic priority is replaced by reactive triage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Causality disappears.<\/strong> In a flat list you cannot see that six of your metrics are inputs to one outcome and that the other thirty are unrelated. Teams optimise numbers without knowing what those numbers feed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The list only grows.<\/strong> Nobody is ever criticised for adding a metric. Removing one requires an argument about why it stopped mattering, and few people want that argument. Metric libraries expand monotonically until they exceed anyone&#8217;s ability to hold them in mind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The response most leadership teams reach for is deletion. Cut the list from 40 to 10. It rarely survives contact with reality, because most of those 40 exist for a defensible reason. Someone needs them. A regulator requires them. An operational process depends on them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Structure is a better answer than deletion. Keep the metrics. Arrange them so their relationship to each other is visible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to build a KPI tree<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A KPI tree is a hierarchy that organises every metric by its causal position. It has three levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Level one: outcomes.<\/strong> The two or three results the organisation is genuinely judged on over the next twelve to eighteen months. For a hospital group that might be clinical quality and financial sustainability. For a bank it might be deposit growth and cost to income ratio. Keep this level uncomfortably small. If you have eight, you have a wish list rather than a strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Level two: drivers.<\/strong> The mid-level measures that move the outcomes. If the outcome is patient readmission rate, drivers might include discharge protocol adherence, post-discharge follow-up completion, and medication reconciliation accuracy. Each driver should have a stated hypothesis: we believe that moving this driver moves that outcome, for this reason. Five to fifteen drivers across the whole organisation is a normal range.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Level three: outputs and compliance metrics.<\/strong> Everything else. Activity counts, process measures, mandatory regulatory reporting. Each one attaches to a driver where a link exists. Metrics with no link to any driver are flagged rather than deleted. They stay in the system as monitoring, with thresholds and alerts, and they leave the leadership review agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two rules make the exercise worthwhile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, build it top down. Teams that start from the existing metric list and try to sort it upward end up rationalising what they already have. Start from the outcomes and ask what actually drives them, then map existing metrics onto that structure. The metrics with no home are the finding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, write the hypothesis at every link. A KPI tree without stated causal assumptions is an org chart for numbers. The assumptions are what make it testable, and testing them is where the learning happens. Sometimes a driver you were confident about turns out to have no measurable relationship to the outcome. That is a valuable quarter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expect the first version to be wrong in places. A KPI tree is a working model of how your organisation creates value, and models improve through use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where OKRs fit: the mechanism that selects from the tree<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A KPI tree tells you how your metrics relate. It does not tell you what to do this quarter. That is the job OKRs do, and it is the reason the two work better together than either does alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is the sequence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The tree defines the field.<\/strong> Every metric has a position and a stated relationship to an outcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>OKRs select from it.<\/strong> Each cycle, leadership picks the branch that has to move. Not every branch. One, or at most two. The Objective names the change in plain language. <a href=\"https:\/\/okrinstitute.org\/ar\/how-to-write-key-results\/\">The Key Results are written against the outcome<\/a> or the drivers on that branch, not against the outputs beneath them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The rest continues as monitoring.<\/strong> The metrics not selected keep running. They have owners, thresholds, and alerts. They are not on the leadership agenda unless a threshold breaks. Compliance reporting continues exactly as before, because compliance is not optional and was never the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The next cycle re-selects.<\/strong> A different branch may need attention. Teams begin to catch themselves proposing an activity count as a Key Result and correct it before it reaches a document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Metric additions face a structural question. New KPI requests now have to answer where they sit in the tree and which driver they feed. An outcome metric measures the resulting change, such as customer retention, readmission rate, or revenue from a new product line. Outputs are largely within your control. OKRs are quarterly or cyclical commitments to change a specific result. In a KPI tree, KPIs form the structure and OKRs select which branch of that structure the organisation will focus on improving this cycle. Clinical quality reporting, accreditation standards, payor contracts, capital adequacy rules, and audit obligations each generate their own reporting set.
